When the art images are restored by the virtual restoration method, there are problems such as insufficient clarity and more noise in the reference image. An improved cartoon-texture decomposition method for art image fusion is proposed. The nonlinear local total variation component is used as the indicator function of image decomposition to obtain the image cartoon structure component and texture oscillation component. According to the oscillation component’s strong repetitiveness and structural directionality, the image texture part is filtered by combining the improved directional diffusion algorithm. Using the sparse coefficients of the fused cartoon component and the sparse coefficients of the texture component, the cartoon and texture of the image is inverse transformed and weighted and summed to obtain the recovered image after fusion. The experimental results show that this paper has a good effect after image fusion, and the recovered clarity is higher, which can better express the basic information of the source image; compared with several decomposition fusion methods commonly used at present, this paper has better recovery performance and detail processing ability and preserves the edge information of essential details in the image while filtering and denoising and is more excellent in objective performance evaluation indexes such as PSNR and SSIM. This study is about the design and color coordination of creating customer- centric products, and aims to understand the approach of Kosovo designers to color selection. Research has shown that color coordination is a key factor in design that affects the final effect of a product. The choice of color palette and color coordination is very important and should not be ignored, as color remains a powerful tool in design. Kosovo designers have shown also that selecting the color palette is a difficult process and references to color theory, schemes, and meaning of colors are very important for a better match of colors with the design. Music education should pay attention to popular music that exists in students’ real life and deeply affects them. This study combines the audio frame feature recognition technology to evaluate the effect of multimedia popular music teaching and improve the quality of multimedia popular music teaching. In order to improve the effect of digital media art teaching, this study combines the neural network algorithm to carry out the innovation of digital media art teaching resource management and teaching method innovation. The scheme proposed in this study divides the video frame into image blocks and then uses the BDCT transform to convert the video frame from the spatial domain to the frequency domain. Generally speaking, the DCTcoefficient has the characteristic of energy concentration. In order to reduce the metadata needed to transmit the position of the discarded frequency-domain coefficients, the method proposed in this study divides the frequency-domain coefficients of different blocks into bands according to frequency and compresses the video in units of bands. The development of information network and digital technology has improved people’s quality of life. Parametric design can reflect the thinking logic of users and the level of computer-aided design. Taking parameter features as the research object, this study makes multidimensional nonlinear landscape planning with multimedia technology. The application of multimedia technology will pave the way for the reference of computer design program, lead to multidimensional nonlinear landscape image analysis, sample and analyze it, and change the parameter characteristics through simulation to realize the optimization of landscape design. Theresearch data show that the landscape correlation degree is 0.344–0.724. Thesimilarity coefficient is between 0.433–0.645. The contribution level is between 0.323–0.774. The ambiguity factor is between 0.555–0.433. In this study, by simulating the spatial vision of the scene and changing the parameters, we can find the best scheme and get good results.
